Admin/Finance Committee Meeting
February 13, 2007

1. Discussion of policy for Ordinance Adoption and Change
a. point by point process, including multiple opportunities for
public input.
b. More research to be done before bringing before Council.

2. Personnel Manual for City Employees
a. working on updating current manual.
b. More work before bringing before Council.

3. Home Business Regulations
a. working on form for permitting home business
b. working on form for occupation tax for home business employees
c. more work before bringing before Council

4. Legal Services by Council
a. working on policy to govern spending on City Attorney by individual
Committee chairs.
b. more research before bringing to Council.

5. Bookkeeper Position
a. position still open, several interviews schedule for Friday the 16th.

Public Safety Committee Meeting
February 13, 2007

Present: Frank Baia, Chair, Members Claire Murray Johnson, Leslie Wheeler
No Amendments to the agenda
Approval of minutes

a. Fire Truck Emergency Repair
1. Squad truck break down recently, requiring emergency repair, which the Chair approved as allowed by the committee process.
2. Expenses brought to committee for approval. Napa account for batteries: $267.98 and a bill to rebuild the alternator for $185.00, both on the budgeted Repairs line item 102220.
3. Approved and will be presented to council for final approval.

b. EMS Supplies Purchase Approval
1. Lt. Reeves requested purchases against the Consumables line item 102115 for six EMS items for a total of $129.89.
2. Approved and will be presented to council for final approval.

c. Department Report Status
1. The Chair asked if a status report can be given to the Public Safety committee each month.
2. Lt. Reeves said the MPVFR business meeting report can be adapted and submitted.

d. Emergency Siren Status/Location
1. Potential locations were discussed and a map reviewed.
2. The Chair tabled the location of the siren to the next meeting but suggested that Council be presented with the idea of a survey in the next water bill to determine which residents need to hear the siren because they do not hear neighboring sirens.

e. Surplus Fire Truck Status
1. Although the truck sale comes under the Property committee, the Public Safety committee still has an interest in the truck and asked for an update.
2. The city attorney will be asked if a pending cash offer can be accepted or whether sealed bidding must occur.
3. A discussion about the surplus SCBA breathing tanks revealed that Lt. Reeves knows of a fire department that could use the equipment. She suggested donation with a barter for a needed item that the other fire department has in surplus.
4. The Chair will present at to council the recommendation that it donate the SCBA equipment to Rocky Ridge fire department if no buyer is found from advertising for two weeks.

3. Emergency Management Liaison Status
a. The Mayor needs to write a letter to inform Atlanta-Fulton County Emergency Management that Chief Jon Reeves will be the city’s liaison rather than Baia.
b. Baia gave the Mayor the contact information.

4. Town Watch Progress/Status
a. Wheeler reported that the Roswell liaison for the Town Watch program will speak in the Community Building on February 22, 2007 at 7 PM to inform citizens how a Town Watch works.
b. The Public Safety Committee and the Civic Club will co-host the meeting.

5. Monthly Court Report/Status
1. Dockets for this month’s meeting were supplied to the committee, as requested.
2. Baia asked the Mayor to prepare monthly reports to the committee about the court sessions, which the Mayor will start to organize and distribute to the committee.
3. The Chair observed that, from an administration view point, the February court session did not run smoothly, and City Hall personnel should look into their procedures.

6. Senior Citizens Service Discussion
a. Baia opened a discussion for suggestions about activities to help senior citizens in the city.
b. A driving service was mentioned. Wheeler said the county and some local churches have driving services.
c. Baia encouraged the committee to come up with ideas for the next meeting.
