| Because City Council meeting minutes are not posted until approved at the next monthly meeting, short, informal notes can be an immediate distribution mode to keep residents informed. Therefore, work session and/or council meeting notes will be posted when possible. These notes are NOT an official city document and represent the city in no way. APRIL Work Session and Council Meeting Notes
Review and/or First Read of Tree Ordinance Primary change: Citizens can cut up to 4” diameter trees without a permit.
Discussion of Sign Ordinance To enforce: No business signage is allowed in residential Mountain Park as per code Article II, Sec. 14-36. – Alterations to building: No internal or external alterations inconsistent with the residential use of the building may be permitted in the conduct of a home occupation.
Consideration of Susan Star Request for Easement At the work session, a discussion was held about connecting to a sewer on City Hall property. The resident did not attend the council meeting.
Consideration of Lake Garret Weed Control in the amount of $7,200 to Aquascape Environmental Vote: 3 against, 2 for. May be reconsidered after a May 11 Lakes Town Hall meeting where experts will educate residents on lake options. Side discussion: Dredging might cost $770,000 per foot silt removal.
Approval of Fire Hydrant Repairs in the amount of $5,175 to Ardito Construction Vote: unanimous for repairing approximately 3 hydrants.
Approval of Pool Management Bid to Dynamo in the amount of $17,400 Vote: unanimous for hiring. Side discussion: Management includes lifeguards, cleaning the pool and bathrooms, checking pool chemicals.

Mayor’s Council Meeting Report At a recent North Fulton Municipal Association meeting, SPLOST discussions led to no agreement among the municipalities yet. FYI: Mountain Park may benefit from $554,000 SPLOST funds over 5 years with monies targeted for storm water ditches and other infrastructure.

MAY 2016 Work Session and Council Meeting Notes
Mayor’s Report The mayor will be attending another TSPLOST meeting; the Beer Festival was successful; filming may begin in Mountain Park soon.

Approval of TSPLOST Project List Approved: List must be presented by May 30. It includes storm water runoff.
Agenda Amended at the Meeting Extended Swim Passes Although extended swim passes were approved at an earlier Council meeting, they may not be available unless an issue about the door key is resolved.

| JUNE 2016 Work Session Meeting Notes
Meeting Agenda: MAYOR'S REPORT Mayor Still announced that he has joined 172 nationwide city mayors in the Wildlife Federation’s Monarch Butterfly Pledge committed to creating habitat and educate citizens on ways they can make a difference at home or in their community to save the declining Monarch Butterfly pollenating population. Three of 25 possible projects – such as creating a Monarch-friendly garden at city hall -- must be completed as part of the pledge.

Not only is code being broken but business signs in the residential city will reduce property taxes for residents. No discussion by Council about the business sign at 191 Mountain Park Road
UNFINISHED BUSINESS: Discussion of Sign Ordinance After a brief discussion, the topic was tabled.
Update of Lakes RFP by Belser A motion was discussed and will be made at the next council meeting to advertise an RFP for an evaluation of Lake Garrett as a first step to deciding whether to clean out the lake. The RFP will ask for determination of how much sediment is in the lake, how equipment would get in and out of the lake, etc.
NEW BUSINESS: Request from John Hintz to Buy Back Five Sewer Certificates for Eight Thousand Each Request of Shirley Filardi to Purchase Two Sewer Taps for Development Outside the City The people requesting the taps will be contacted for a decision later. Discussion revolved around whether to keep the taps for residents that might need them in the anticipated three year drought on new available taps. Marking up the purchase price to make a profit was also discussed.
Discussion of Service Contract for Generator A motion to approve a service contract for the generator in the fire house will be made at the next council meeting for a single visit inspection for the generator at a $625 service contract fee.
Discussion of Tax Digest and Hearing Date(s) The discussion concluded with council agreement for a revenue neutral tax rate and the required single hearing to be held on July 14.
Discussion of Obtaining Water Locate Service for Gas Line Work FYI: Atlanta Gas Light will be in the city for four months replacing their lines. All other lines must be identified by their owners, including the city’s water lines. Although the city has maps of “recent” water line installation/repair, it is obvious that lines put in many more years ago are not on the map because an unknown line was dug into on Chestnut Street. It was not on the current map. Since the Atlanta Gas Light project is already in progress, an emergency procurement is needed to engage a water line locating service. Companies will be contacted by city hall staff and a budget offered for council approval at the June 27 meeting.
Fire Department Budget Will be discussed at a Budget meeting.
Garbage Bins (Added) Although the city code states the hours the bins may be at the curb for garbage pickup, there is no definition of how far away from the curb the bins must be placed all other times. The topic will be discussed in future work sessions.

| August 2016 Work Session Notes
APPEARANCES: Added to the posted agenda: Nancy Singer, Treasurer, Mountain Park Civic Club. She reported on the status of the Community Bricks for sale for placement near a proposed rock BBQ in the Community Building patio area. Fifty three bricks have been bought by residents and others are encouraged to purchase a brick soon. Volunteers have offered to build the BBQ. The Mayor said the placement of the BBQ will be determined when some of the CBDG funds are used for Community Building patio design.
Added to the posted agenda: Robin Montgomery, 111 Cypress Street, regarding options for building on her lots and the city buying back her sewer taps if not needed for the chosen option.
UNFINISHED BUSINESS: Discussion of Budget/First Read for Monday A few questions were raised by a councilman which will be resolved with the city accountant before Monday’s Council meeting.
Millage Rate Hearing Date-Set for August 31, 2016 The date was confirmed for a hearing on the revenue neutral rate.
NEW BUSINESS: Discussion of Trash Can Ordinance and First Read for Monday A distance of 10 feet from the street when not available for pickup during approved hours was agreed upon. Approval of Ardito Estimate for Locating and Exposing Water Main Valve in the Amount of $550 Approval of Ardito Invoice In the Amount of $1,000 for Water Line Repair at 130 Chestnut Approval of Ardito Invoice in the Amount of $4,200 for Water Leak Repair at 137 Chestnut Approval of Ardito Invoice in the Amount of $3,750 for Locating Water Lines on Chestnut and Beech All invoices were approved.
During discussion, Mayor Still announced that City Clerk Karen Segars negotiated 4 miles of resurfaced streets by Atlanta Gas Light due to the excessive road disruption required to replace their gas lines during the first phase. (It is estimated that the city has 8 miles of street.) This phase will be done by October 1. Comments were made regarding residents’ bringing water to the workers and how the workers co-operated to move equipment immediately to open driveways when needed.
Discussion of Accountant Request to Increase Rate by $2.25 Per Hour or $1,575 Annually Since the accountant has not had a raise in her nine years with the city, $2.25 per hour was approved to be added to her normal $35 per hour contractor fee.
